Set up Shipping user / role Permissions

Hi,
We need to give permissions to our warehouse manager to set up shipping, fund endicia accounts, etc. I do not see where that happens on the user role.
These other posts relating to this were under another topic, so I have pasted them here.

Anyone know what permission is tied to the Set Up Shipping side of Netsuite so we can at least give permission to the Warehouse people to swap between the Integration Carriers? I can get it to appear but am denied access to anyone but the Administrator.
