Minimum customs value

Afternoon,

We need to ship an order to Canada and keep running into this error: "Minimum customs value does not match allowed value."

We are shipping it FedEx International Priority.

Any idea why this might be happening? I've tried searching this error in the Help and on these forums and can't seem to find anything relating to this error. What is it that I'm missing/haven't done?
