Why doesn't the LOCATION filter in PRINT PACKING SLIP work?

I have multiple location and have set the filter by LOCATION on both Picking Tickets and Packing Slip print view and also made sure that there is information in LOCATION field however, the filter is not working..

I want to be able to specify location so that each location can view their own packing slips and to fulfil their own. Currently, all the packing slips are displayed and sometimes, people fulfil the packing slips at the wrong location
