Picked and Packed now in a locked period - Can't Ship

We have begun to use the locking for our accounting periods. We have run into a problem when an item has been picked and packed in a period we have closed and now we wish to ship it. We have the locks set to allow NON-GL changes and since neither picking nor packing affect GL we ought to be able to ship, but we get a message that says the transaction is in a closed period and cannot be moved. It will also not allow us to create another fulfillment record that is simply the shipped step in the new
