FREE shipping?

How do I set shipping for FREE for just 1 item, if that is the only thing ordered?  If other things are ordered with the free shipping item then regular shipping applies.  I've tried following NetSuite's instructions and I set up a new shipping option just for that item.  I put a different item into the cart (without the item for free shipping) and it still allowed me to choose the free shipping option, even though it's supposed to be only for the item specified? 

Suggestions? comments? solutions?
