Matrix item backorder issue

I have a matrix item that we have default out of stock behavior checked, the member items all have available inventory in the correct bin/location.  I cannot fulfill my orders b/c it tells me the matrix item is OOS.  Can anybody enlighten this poor soul on what could be the possible cause?
