Void Tracking Numbers & returns

Is there any way to void a FedEx tracking number in NetSuite, without Deleting the fulfillment?

Sometimes we have the need to void the tracking number (because the item has not shipped yet) and credit the customer (the sales order has been billed)

Currently, they delete the fulfillment to void the tracking number and issue a cash refund.  Problem with that is that both the fulfillment and the cash refund put the item back into stock, so for every 1 we want to put back into stock, netsuite is putting 2 back into stock.

What is the proper workflow for this?
