Shipping Cost changes for non-shipping item

We have items that are both inventory and non-inventory items that can be processed on a single shipping order. Today it was noticed that if you add something with a tax schedule of services to a shipping order, the shipping cost is adjusted for that item even though we're not shipping anything and we have our shipping setup to only charge shipping on products.

Is this a known bug?
