Shipping to Russia

We've been receiving a lot of complaints lately that our website does not support shipping to Russia.  I have multiple options available, even a USPS Express option that is exclusive to "Russian Federation".  I've heard about some issues with real-time rates, could this be the cause?  My fall back plan is to create a flat rate or table for Russia that can bypass the real-time api, but addresses in central Moscow (the holiday inn, for example) aren't even recognized by the system on checkout.
