Package tracking number issue - UPS Ground Collect

Hi,

We are facing issues while posting the item fulfillment record to NS through WS API.  The issue is  You do not have permissions to set a value for element package.packagetrackingnumber due to one of the following reasons: 1) The field is read-only; 2) An associated feature is disabled; 3) The field is available either when a record is created or updated, but not in both cases

The setting of the production account are given below...

Setup ---> Company ---> Enable Features --> Shipping label integration (yes). [This feature is turned on at global level]

Each ship item level  [ list -->accounting -->Shipping items --> UPS Ground Collect --> Ship label integration =  No]
