Reorder Points

We set a few items in our inventory to re-calculate a reorder point.  I found an issue with this, when the quantity on hand is zero at that location the reorder point is sent to, it is not calculating that the item/s are needed to be transferred from one location to the other.  Does anyone have any idea what I need to check?  This only happens with the quantity on hand is zero, when it is a number just below the reorder point it works.
