Limit USPS Shipping to P.O Box and APO Address

Is there a way to limit shipping items so that they only show up on certain types of addresses?  We need to limit our USPS shipping to APO Addresses and P.O Boxes, but right now these customers can see all UPS Shipping options as well (Including expedited!).  This should not be possible.  Is there a way we can write a custom script for this?  Otherwise we have to manually change orders before they go out with our OzLink Shipping software.
