Adding another level of fulfillment

Our company both sells product that is shipped, and product that is installed.  When we go to count inventory, the product that hasn't been deemed shipped in NetSuite gets missed in our counts because it's not physically on our shelves anymore and may be installed in a vehicle already before we started counting.

Is there a way to add another level of fulfillment that removes a item from inventory, or change the removal from shipped to packed.
