Integrated Shipping - "Missing Resource 20"

We recently moved to FedEx integrated shipping in NetSuite.  While domestic shipments seem to be okay, we have been facing a number of problems with international shipments, the latest being this error, "Missing Resource 20" when we try to save some international fulfillments.

Has anyone experienced this issue or have a suggestion for workarounds?
