Printing Packing Slips without fulfilling

We send Packing Slips to each of our Drop Ship vendors so that the customer gets our version of the packing list and hopefully comes back to use if they would like to purchase more or similar items.  As best we can tell we must fulfill a sales order/PO in order to be able to print the packing slip.  This in turn sends the customer the Fulfillment Email even if the item has a lead time of weeks.

Is there a way to create a Packing Slip without the fulfillment?  How do others work with Drop Shippers and your paperwork?
