Number of Orders Ready to Ship KPI

I am trying to get a KPI on our warehouse manager's dashboard that shows how many orders are ready to ship.  The problem is that none of the native reports account for ship complete.  Additionally, I cannot figure out how to do it with a saved search.  If an order is not ship complete, then it's easy, just run a search on committed is greater than 0.  But if it's ship complete, how do I get it to not show orders that have a backordered item?
