Rounding (up) Error on FedEx shipments

We are having a problem with FedEx.

It seems that any box that weighs 7.1lb is being billed as 71 pounds. This translates to thousands of dollars in over-payments.

We had FedEx look into it and they responded with this:

The audit results confirm the results Wendy found on the Rating
side.
There appears to be a problem with the customer's shipping device. Any
package weighing more than 1 pound with a "0" in the ones place of the
weight field and a "9" in the tenths place of the weight field is
transmitted incorrectly.  The following example illustrates this.  You
can
substitute any number greater than zero in place of "X" and the same
