FedEx Home Delivery - not an option on our website

We can't seem to get the FedEx Home Delivery to show up in our website. We have the checkbox "checked / enabled" on the shipping item for "display in website" but it never shows up as an option for web customers.

For our sales team who use the back-end for placing orders, it shows up. Any thoughts?
