Add a Shipping Carrier

Right now we have UPS and FexEd/More as two Shipping Carrier options. Each has several Shipping Items below..... I know how to add Shipping Items and have added several but the new ones I add go into the FexEx/More Shipping Carrier option..... How do I create a new Shipping Carrier option to put new NON UPS/FedEx carriers under???? Please help!!
