New Items to Pick Do Not Put SO Back in Print Picking Tickets Queue

We are noticing the following behavior, and it is wreaking havoc on the fulfillment process. We'd like to know if this is really a fact of life as support is saying it is and if anyone has some good workarounds.

1. The "Printed Picking Ticket" flag (seen in the system notes of a sales order) sets to T when you print the first picking ticket. It resets to F (sending the order back to the picking ticket print queue) ONLY if there are remaining unfilled, non-drop-ship items at the time you create your FIRST item fulfillment. If you add items afterward, the order will not show up in the print picking tickets list for picking the extra items.
