Fedex Shipping

Our Fedex account number is integrated with Netsuite but we are finding huge discrepancies in the cost because Fedex charges extra for residential and rural addresses.  They also have a fuel surcharge which does not integrate with Netsuite.  I have some questions:

1. How do I make a customer note that they are either a residential or rural customer when they put in a web order?
2. Is there any way to get an accurate charge when someone puts in a web order?
3. Is anyone else experiencing this issue and if so, please let me know how you dealt with it.
