UPS Delivery Confirmation on Fulfillment Page

We have a customer who wants an email notification when his package delivers, which is UPS Quantum View.  On the Fulfillment page, there is an option for Delivery Confirmation.  Is this the same thing, or does this email the sender?  If it emails the sender, what email address would it go to?
The Help section in NS doesn't have enough information.
If anyone uses this feature, please let me know.
