Alert when SO not fulfilled within timelines

Hi,

We have a requirement that orders needs to be fulfilled within a set timeline based on their priority - e.g. Urgent orders get fulfilled within 2 hours, Medium priority within 5 hours etc. These timelines apply from the time the goods are available for fulfilment and not the time the Sales Order was created.

Where Order priorities are not met, an alert needs to be sent to the relevant Sales Rep.  any ideas how I can do this? I don't think there is a date-time stamp on when a sales order items become available for fulfilment.
