Shipping and Discounts - Product Specific

I tried looking through the threads, didn't see any recent threads with historic comments.

[*]Shipping - is there anyway to relate free shipping to one inventory item upon checkout or even as a "rule"?
[*]Discount - if, a customer adds a specific inventory item to the cart, can you apply a global discount to all accessories in that same cart, with this specific inventory item controlling this action? (e.g 10% to all accessories)?
