Fulfilling and Locations

We had a location A and Location B which was a sub location of A.  We just made it so it is not a sub location of A and now we are not able to ship out of location B.  We get an error message saying the fedex account wasn't set up.  I know we have Location A and Location C registered to two different fedex accounts.  But now when I try to register location B under the same account as one of the other locations it will not let me. 

In order to fulfill from netsuite from two locations does one have to be a sub of the other due to the fact that you can only ship out of netsuite with one fedex account number?
