[ASK] How to Receive Order without Purchase Oder?

I have case where Create Vendor Return Authorization and Fulfillment to Vendor, how to Receive Order where that item have been return and fulfill to Vendor without Edit Purchase Order or Create Purchase Order?

I need solution because customer want to receive item again after Vendor Return and Fulfillment back to Vendor but doesn't want to create Purchase Order or Edit Purchase Order,
