Need workaround for a shipping method display issue

We are changing our shipping costs to be based on a customer's order total.

We have been offering FedEx Ground for 15% of a customer's order total if the order is under $100, 10% of their order if over $100, with free shipping over $500.

The new cost is 25% of the order total for orders under $100, 20% for orders between $100 and $250, and 15% for orders over $250, with free shipping over $500.

The issue is that the way shipping methods are set up, they are available if an order is either Over or Under "x" amount. There is no setting for a shipping method to be available if the order is Between "x" and "x".
