UPS Address Validation / 3PL

Can anyone shed a little light on the UPS Address Validation (Under Setup | Accounting | Shipping | Preferences)?

Specifically, when does the validation occur and is there any "batch" address validation feature?
The documentation seems to indicate it occurs real-time during the Item Fulfillment.
Unfortunately, that's too late for us.

We pass our Sales Orders off to a 3PL Warehouse (outside of Netsuite) via EDI 940.
They ship and notify us of the shipment via EDI 945 which triggers a fulfillment in Netsuite.
So, by the time the Netsuite Fulfillment is recorded, the order has already shipped with the bad address.

Unfortunately, we have a lot of "bad" addresses sneaking into our system (keyed by sales reps, csv imports, etc.) and we're getting hit with address correction charges from UPS.
