item fulfilment on VRA not removing inventory?

I have a case where have done a VRA for some product that we don't want and are going to ship back to the vendor.

We create a vendor return authorization, process the return and after when looking at the inventory on hand, the quantity of what we put on the VRA is not removed. We have lot numbers enabled in our system, so we are required to enter them in during the item fulfilment but why o why were the items not removed?

For fun I tried a VRA on one of our test inventory items and sure enough the quantity was in fact removed?
