UPS 3rd Party Shipping account went down

Does anyone have the same problem that generating UPS shipping label with 3rd party shipping account?
We just encounter this problem since July 9th afternoon. When I marked the item fulfillment as packed, it just give me an unexpected error message (Please see attached).
All of the orders using 3rd party UPS shipping account has this problem. Please helps! Thanks!
