Fulfilling from mixed order (drop ship and non-drop ship)

I have just noticed that if I put in an order for a mixed group of items where some get drop shipped and others do not.  Even after a drop ship PO is created and attaches itself to the order, if we then try to fulfill that order for the non-drop items, the drop items come up pre-checked to be fulfilled.  We would prefer they not be included in the fulfillment with the other items.

Any suggestions on fixing this?  Is it just a setting somewhere?
