package sizes. How can non-admin access?

Box sizes. How can non-admin access? I need my warehouse people to be able to keep this list up to date. I find that only I can edit when in admin mode under "set up > accounting > shipping > packages". How can I give them access? I looked at giving their user global permission... couldn't find packages. I looked at giving their role access to package sizes... couldn't find "package list" as a list to give them access to.
