Free Shipping for Specific Items if Total over $200 with Set Rates for Specific Items

Hello all,

We've been looking into setting up customized shipping as follows. I'm not sure if what we're looking for is currently possible, as my searches in the UG, SuiteAnswers, and other places haven't turned up what we're looking for.

We'd like the majority of our items (supplies) to give the customer free shipping if their total (net) amount is over $200 (which is how we are currently setup). The tricky part is that we want specific items (only certain machines) to have a set rate of shipping no matter what and how many other items are on the order/cart.
