Unable to view Sales Order with multiple mixed line locations

We have several third-party warehouses that we use.  Only one logs into NS to perform their fulfillment duties - all others are hooked up through EDI.  The one that logs in is restricted to see only their location.

We recently starting setting different lines on the same Sales Order to ship from different locations.  As a side effect, our non-integrated warehouse now cannot load/fulfill Sales Orders with mixed line-level locations.

We have tried setting the "Allow View" privilege on the role, but this now allows them to see all transactions for all warehouses, which we definitely do not want.
