Line Item Shipping Enabled - How to get Ship-To Address Linked to Transaction Only using WebServices

We are using a 3rd party to create Sales Orders.  The 3rd party translates EDI 850 transactions to NetSuite Sales Orders.  We have "Enable Line Item Shipping" set to TRUE.

The 3rd party uses WebServices to add the Sales Orders to NetSuite.  However, they have an issue creating the ship-to address at the line level.
We do not want to save the ship-to address in the customer address book (drop ship orders).

The 3rd party has a couple of ideas how to do it using WebServices.  One of them is to add the line ship-to address to the address book, refer to it when creating the line ship-to address, then deleting the address from the customer address book.  Not my preferred idea.
