UPS Applying Tariff to Product License items

My company ships hardware units along with separate line items for product licenses. The UPS international shipping integration is treating both of these kinds of items equally, and trying to assign tariffs to the value of the software. This is despite the fact that the software is a "non-inventory item for sale" and the Product Category attribute is set to "License - Term". How can I get it to filter out the software items and only apply tariff calculations to that actual hardware?
