Reports are limited to 25000 rows

I am running a report that has should have 1000-2000 rows, but only 500-600 rows are showing in the report.

It is a Sales Orders by Item Summary report.  True we have over 25000 inventory items, but this report will never be over the 25000 row restriction.

Does anyone know why this report will not display correctly?
