Search/Report for Closed Orders

Is it possible to create a search/report for all Closed Orders that have already had a Fulfillment done?
The sales people know that they are not suppose to Close an order if there is any fulfillment done to it, because it throws the inventory off.  BUT for some reason they keep doing it.
Any suggestions?
