Issue with Commissions Pending Authorization Detail report

We started using the Commissions Pending Authorization report and noticed what looks like a bug.  Our commissions are based upon payment.  When we have a sale in which payments are applied over time, it seems like the system calculates the wrong commission amount. If the customer pays in one full payment, the commission in correct.  Luckily, the Authorize Commissions screen is always right.

Here is an example.  If the sale amount is $1000, and the commission rate is 1%.  If the customer pays 1 payment, the commission in month one would be $10.  On the other hand, if the customer pays in 2 payments of $500 over two months.  Then the commissions report  is showing $2.50 instead of $5 for each month.
