Report for orders that have not been fulfilled

I am trying to build a report that will email a daily report of orders that could have been fulfilled but did not get fulfilled.

In order to do this I need to take in to consideration the "ship complete" option and whether any items on the order were backordered or not.

I have not been able to find a way to do this.

The criteria are, if ship complete and all items are in stock then it should appear. Or, if ship partial and some items are in stock then it should appear.

Can anyone point me in the right direction on how to do this. Thank you very much.
