Convert text field to numeric value for reporting

Hi,
I have values in a text field in the format 21 hrs 42 mins. I need to convert this to a numeric value for kpi's .... above value in hours would read 21.70. I've tried TO_NUMBER but can't get a valid expression. Can anyone help?
