Web Query reports having trouble accessing. ERROR: Unauthorized Access

Hi all,
I'm in an administrator role. Just for a test, I have a simple report where I need to pull information to Power BI.
I have done the following:
Check More Options>Allow Web Query
Give myself and admin role an Audience and an Access in the report
Give myself (Employee) Report access and anything related to Report

When I download the webquery and enter my email... then copy and paste that URL, access is denied with Unauthorized Access.
