Knowledge base open to search engines

We have a requirement for an external search engine to be able to access the knowledge base articles in NS.

I am aware that Google Box has been mapped to NS - but does it include the knowledge base articles?  The webservices guides do not include the knowledge base - however they can be uploaded in bulk so that makes it appear they may be available.

This is for a city council call centre requirement for natural language queries, synonyms, XML results for other systems, results ordered by usage, priority etc.
