Where is the Web Services Portal?

The Web Services documentation mentions a web services portal, but gives no URL to find it.  I noticed someone said the portal was located at http://www.netsuite.com/portal/partners/netflex/webservices.shtml, but it says "Page Not Found, please update your bookmarks".  Any other ideas where to find it?
