Inventory Adjustment w/Location Error

Having stange response on this, replies "You must enter at least one line item for this transaction" but there clearly is a line in the transaction.  There may be variance by account becasue this kind of worked in a different account with locations enabled.  Anyone see anything wrong with this (the spaces in the xmlns seem to be part of the cut/paste and not in the actual SOAP post) ? I'll put in a case but here's the SOAP:
