When attempting to add a salesOrder after the new 11.0.6 release, I am now greeted with the following error:

The shippingCost and shippingMethod are being sent with the request, and yet this message persists.
I have isolated to the problem to being tax-related (where a customer without tax processes fine, and customer with tax fails). I am contacting customer service via telephone with my gold support package now, and have posted my SOAP request and response below.
