Custom Date Fields via WS

Has anyone observed that if you send in a date field as midnight, the value in NetSuite will revert to the prior day?

The following request will result in 08/31/2007.

- <customField xsi:type="DateCustomFieldRef" internalId="custitem_vendor_restock" xmlns="urn:core_2_6.platform.webservices.netsuite.com">
  <value>2007-09-01T00:00:00</value>

I guess I will add a millisecond to everything.  :-(
