Serial Numbers, Issue 137834

Our use case is a follows...
We sell wireless phones and have an xml file we download from the carriers web site that contains a customers phones serial # plus the serial # for their GSM SIM card.

We use this xml file to create an invoice via web services.
The problem is, in about 50% of the cases, the customer is purchasing just a phone and not the sim card. The serial # for the sim card, however, remains in the XML file.

Issue 137834 has been filed because our invoice fails to be created in each case when the serial # for the sim already exists in Netsuite and is marked as unavailable. The reason for this (issued 137834) is because the serial number records need to be exposed in web services.
