Item Fulfillment Package List and tracking numbers??

I am working on sending fulfillment records from a 3PL provider's system into NetSuite.

The shipping items are set up without UPS or Fedex label integration and the standard package list shows on the fulfillment record. When I create a fulfillment the package tracking number displays as a URL, but it opens a netsuite page: https://system.netsuite.com/pages/portal/page_not_found.jsp?internal=T

In the WS records guide they list a few fields for the package list, but when I look at the XML there are several missing fields.
