Alternatives to lack of System Notes exposure?

For our periodic financial calculations, I need to be able to regularly pull Credit Memos filtered by "Date Fully Applied" (datestamp on transition from Open to Fully Applied).  Unfortunately, that date seems to only be stored within the System Notes, which don't seem to have any SuiteTalk API for dynamic filtration nor retrieval.  According to other threads in this forum, there are at least two enhancement requests (duplicates?) related to this issue that have been open since 2008:

[*]145994  (WS > Provide the ability to search system notes through Web Services)

At about 15 votes each over at least 4 years, I presume it's safe to say that such an enhancement request may never be addressed.
